Functional Experience Proposal Writing and Management – Uses the Shipley method for proposal development and has been responsible for full opportunity life cycle development, tracking and reporting, including mining for Federal opportunities via Input.com and FedBizOps.com; identifying and analyzing opportunities and researching government strategic plans; maintaining the business development pipeline in SalesForce or Privia; tracking opportunities through capture planning and proposal development phases; using MS Project to develop long-range proposal plans; performing all proposal development activities. Activities include development of Government proposals for information technology and telecommunication engineering services. Work requires exceptional skills in organization, multi-tasking under tight deadlines, time management, interpersonal communication, technical writing and editing. Duties and tasks included: ? Analyzing RFPs and proposal content for responsiveness and compliance with RFP requirements and instructions to offerors; ? Capturing proposal win strategies and themes and company discriminators, and ensuring that these are incorporated into storyboards, annotated outlines, proposal narrative and graphics; ? Past Performance Repository Development – In charge of writing and managing a past performance and resume repository for over 350 task orders and 200 resumes by rewriting information and interviewing subject matter experts for additional content. Took the initiative to create a searchable relational database in Microsoft Access to store and retrieve past performance for future proposals. The database cut response time for data calls in half. Technical Writing - Work in the IT services industry involved developing systems and creating subsequent system and testing documents, creating solution and process details, system auditing reports, and writing narrative to address statement of work (SOW) requirements from systems. Work also involved technical writing for manufacturing automation systems, creating system test scenarios and documentation, maintaining system life cycle development (SDLC) documentation, and a comprehensive set of thirteen documents in MIL-STD-498 format to completely document a data distribution system for navigation sensors. The customer wrote in his kudos that it was the best documentation he had seen in his twenty-five years in the Coast Guard. Activities involved gathering information from subject matter experts and systems engineers to develop functional requirements specifications, user acceptance testing plans, system validation reports, and system configuration management plans. Duties also required electronic file configuration management for version and quality control.
