Mr. Fuller utilized his dual professional licenses (attorney and civil engineer) to consult with private and public entities on a wide variety of contract/regulatory issues and civil/environmental projects. Mr. Fuller was retained to beta test a nationally marketed utility financial management software product. The successful test resulted in an upgraded product for which sales more than doubled in the 12 months following the release of the upgraded product. Mr. Fuller assisted in subsequent product upgrades and marketing/technical support throughout the US. Significant accomplishments include: International Constructions Claims Consulting Firm-Present Assignment- As a Senior Executive Consultant, Mr. Fuller provides client development and claims management services for utility infrastructure construction projects utilizing his skills in regard to contract analysis, claims preparation, claims defense, and the negotiation of settlements. New Mexico Consulting Firm- June 2012 to May 2013 (11 month consultant contract) – Performed a complete corporate reorganization of the 120-person firm that provides multiple civil and environmental services to local, state, federal and Native American clients in New Mexico and adjoining states from 7 offices and 3 regions; after hands-on review of each office operations, staff capabilities and client interviews, Mr. Fuller recommended and implemented a Business Line operational structure and the elimination of the regional management system; temporarily managed the Water Resources BL which generated 60% of the firm’s annual revenues and 80% of the annual profits; tasked with recruitment and transition of 2 new leaders for the Water Resources BL. Central Florida Consulting Firm, Bahamas Operations Management- October 2011 to February 2012- Temporary operations manager for all client and business development functions for a wide range of civil engineering activities for work performed in Nassau and Freeport. Managed and trained a team of US and Bahamian staff to perform all functions required to operate as a subsidiary of the US parent firm. Held Bahamas work permit to freely move between the US and Bahamas to establish the infrastructure and management protocols to provide 75% of project resources from the mainland operation. International Contract Operations Industrial Leader, Regional Business Development - April 2008 to August 2009 - Responsible for the marketing and technical support of a $350 million operation of public utility systems throughout a 13 state southeastern region; Identified marketing opportunities with public operated utility systems for services to be provided by the firm; operation services included turnkey design and construction of utility system improvements and the complete management responsibility for the operation of the municipal utility system under a defined contract period ranging from three to twenty-five years; single project annual revenue potential ranged from $1 to $25 million dollars with total project values ranging from $2 to $100 million dollars. Tetra Tech, Inc. (Tt), Various Positions & Operations December 1997 to February 2005 Tt/Williams, Hatfield and Stoner, Inc. /Tt Infrastructure SE Group Held responsible management positions as President of the Williams, Hatfield and Stoner, Inc., a Tt subsidiary and Senior Vice President-Regional Business Development Director for the Tt Infrastructure Southeast Region (14 states, $30mm P&L, $35 BNB). As President of WHS, Mr. Fuller had total management and financial responsibility for a 75 person, $14 million business unit with 5 offices in central and southeast Florida. Mr. Fuller was responsible for the management of services to WHS’ broad client base which included Florida Department of Transportation District 4, Orange County, Greater Orlando Aviation Authority, multi-departments of Broward County including the Aviation Department and the Fort Lauderdale Airport, cities--West Palm Beach, Plantation, North Lauderdale, Hollywood, Oakland Park and Miami Beach, Miami-Dade Aviation Department and Pulte Homes. Mr. Fuller was one of the Tt management team which developed a region operational structure and was a leader in establishing the SE Region which combined three Tt subsidiaries. Under the regional structure, Mr. Fuller was responsible for the business development activities and strategy development for all three subsidiaries. In this role, he was also the operational integrator for workload distribution and the sharing of technical expertise across the 15 offices within the region. The focus of the business development strategy was to transform the individual operations into a cohesive regional unit that was client centric as opposed to the past service centric practice. Under the client centric approach, business development strategies focused on providing a broader set of Tt services to existing and future targeted clients. Tt/Hartman and Associates, Inc., Sr. Associate/ HAI BOD Team Leader of HAI’s Client Development Group which was created to focus key HAI senior project managers on providing the full set of utility and public works services offered by the firm to existing and targeted prospective clients. In addition to this role, Mr. Fuller was responsible for client development and project management over a wide range of utility improvement projects ranging from the negotiation of a regional reuse agreement between Orange County, City of Orlando, Seminole County and the University of Central Florida to provide reuse to UCF and Seminole County to the planning and implementation of a $40 million dollar wastewater system for the City of Sanibel. Brown and Caldwell, Business Unit Manager/Sr. VP /Board of Directors May 1991 to October 1997 Responsible (1997) for municipal client development in the eastern United States. Targeted geographic growth areas included North Carolina, Ohio, Indiana, Pennsylvania, and the Florida areas of Jacksonville and Tampa. Beginning in 1991, charged with the responsibility as the Business Unit Manager to build a profitable and competitive business in Florida. Initial efforts were aimed at stabilizing the small existing client base and establishing procedures for work product production emphasizing quality and schedule. Over the six-year period, revenue was grown from $1.8 to $5.4 million, 1996 booked new business of $12 million, and staff increased to 50 in four offices. The region was grown by selectively targeting major clients with multiple environmental needs. Clients served by the four Florida offices included: Miami-Dade Water and Sewer Department, Dade County Department of Environmental Management, Dade County Solid Waste Department, and several private clients; South Florida Water Management District and cities of West Palm Beach, Tampa, Orlando, Melbourne, and Jacksonville, and the counties of Seminole, Indian River, Hillsborough, Sarasota and Martin, and the South Central Regional Wastewater Treatment and Disposal Board. The region in Fiscal Year 1997 provided booked new business in all service areas offered by the company, meeting a company strategy of diversifying and expanding services to existing clients. Camp, Dresser and McKee, Office Manager/Sr. PM/CADD Manager July 1985 to May 1991 Directed 40-person Fort Lauderdale, Florida office responsible for staff recruitment and development, work production, client retention, and new client development. During this period, worked to develop new anchor clients such as the City of West Palm Beach and South Central Regional Wastewater Treatment and Disposal Board, as well as to stabilize relationships with several long-term clients in Broward County.
