In this role, Mr. Schroeder led the proposal process from cradle to grave (identification, preparation, submission, and negotiation). During his tenure, Mr. Schroeder led the development and submission of over 25 competitive and 8(a) set-aside proposal efforts. Mr. Schroeder also managed federal sector contracts, and marketed services to potential clients. In this role, he was responsible for defining and planning all aspects of the transition of legacy systems/contracts in our DII proposal response. He defined transition roles, responsibilities, and deliverables. He also presented the LM transition strategy to the MoD during the negotiation process and continued to research legacy system/contract information as part of this role. Lockheed Martin Systems Integration - Owego April 2003 – Oct. 2003 From April of 2003, Mr. Schroeder was the Proposal Manager for Lockheed Martin’s bids for the UK National Health Service (NHS) National Programme for IT (NpfIT). In this role, Mr. Schroeder was responsible for managing all aspects of the bid efforts. He defined proposal response parameters and guidelines, developed win strategies, performed required internal proposal reviews, as well as other proposal actions as defined by the NHS. The NpfIT consisted of three separate proposals running concurrently with a combined multi-billion dollar contract value. Mr. Schroeder managed a proposal team number up to 80 individuals supporting the effort in both the UK and US and from several different locations within the UK. In this capacity, Mr. Schroeder was responsible for all performance, proposal, and managerial aspects of the Indianapolis facility. In addition to all the roles and responsibilities he had as the Indianapolis Business Manager, Mr. Schroeder had the authority to make the performance, financial, and managerial decisions with respect to the contracts administered by the Indianapolis facility. IBM Federal Systems Company; Owego NY Jan 1991 - Aug 1993 As Lead Pricing Analyst, provided lead task order proposal costing for Lockheed Martin Federal System’s (LMSI-O) Federal System Integration (FSI) business area. Mr. Schroeder prepared, supported, and negotiated over 100 IDIQ task order proposals as well as over 10 IDIQ base contract proposals. He tailored existing Lockheed Martin Federal Systems proposal costing tools to the labor category, quick turnaround IDIQ task order environment. He led a team of four pricing analysts in support of Federal Systems Integration proposals. As Lead Pricing Analyst, Mr. Schroeder also provided financial system development support for Lockheed Martin Federal System’s $2B UK Merlin Programme for a six month period. He defined financial reporting requirements based on existing US-based systems, analyzed existing IBM-UK based systems and tools, and supported the development activities of a hybrid US/IBM-UK financial reporting system. As Pricing Analyst, developed a proposal costing system in support of an Umbrella II contract IDIQ task orders. This system provided the subcontractor labor hour visibility required by the contract vehicle but not available in the Lockheed Martin Federal Systems proposal costing system at the time. As a Pricing Analyst, Mr. Schroeder was the pricer for the A-12 termination proposals. This major program termination required detailed investigation as to FAR procedures and requirements with respect to terminations. As a result of this experience, he came to be consulted by various personnel regarding the aspects of contract terminations. IBM Federal Systems Company; Owego, NY Jan 1988 - Dec 1990 As PFC Analyst, provided cost and performance reporting for several major aerospace contracts. Mr. Schroeder assisted program management personnel in translating financial data for measurement purposes and aided in the identification and containment of cost control problem areas. He provided cost and performance reporting for the A-12 contract, a major processor contract with significant cost overruns and performance challenges. He was a key player in providing cost analysis and information to “make the best of a bad situation”. He also provided cost and performance reporting support for several 4Pi processor programs. Deliver those tender notices, which show potential to the relevant SME and Account Manager. Assist the SMEs and Account Managers, where necessary, to write their contributions and ensure that the tender is responded to correctly and contains all the information requested. Achievements • Prior to my appointment tenders were being lost because of their late lodgement. September-October 2005 Technical Writer AUSTRALIAN NURSING FEDERATION (ANF) Duties • Write the policies and procedures of all staff in the ANF. This involved interviewing each staff member, analysing the information collected, assembling that information into a comprehensive set of duties and formatting the content into easily referenced text. Achievements • Prior to taking on the contract I determined a shorter timeframe to completion, which I assessed from the initial description of the position. • Acted as a catalyst for change within the office and addressed the discrepancy between the perceived and actual role of each employee within the organisation. July-September 2005 Technical Writer DEFENCE HOUSING AUSTRALIA (DHA) Duties Write profiles of reports created in COGNOS. The profiles were initially used for training purposes. At a later date they will be placed on-line as reference material for users of the reports. Achievements • The contract was for three months but staff training was to take place six weeks from the beginning of my contract. In response to a request from the Systems Manager, I worked weekends and extended office hours during the week to complete the profiles in time for the training sessions. I was able to forecast my activities whenever this was requested and I always delivered the profiles on time. June-July 2005 Proof-reader AUSTRALIAN SCIENCE TEACHERS’ ASSOCIATION (ASTA) Duties • Ensure consistency in the language and formatting of a final report, which was a collation of smaller reports submitted by schools around Australia. ASTA had invited schools to participate in a science project that required them to collaborate with their local community. The individual school reports outlined the process and outcomes of the project. Achievements • Although contracted to proofread the document, I was able to assess the content and perform a more comprehensive edit of the text. Achievements • Researched competitor companies and products of Imbue Marketing’s clients in order to understand market trends. • Copy-edited proposals, marketing reports and promotional material. October - November 2002 Writer/graphics editor COCA-COLA AMATIL Duties • Create two Powerpoint presentations for training sessions. Achievements • Created two Occupation Health & Safety Induction slide presentations using Powerpoint. There were a total of forty slides for each presentation. • The work was carried out in my home office in Hobart, for Coca-Cola’s Sydney head office. April 2001 – June 2001 Writer TASMANIA FIRE SERVICE Duties • Write a brochure, newspaper advertisement and reference manual on Fire Safety Standards in public and commercial buildings. Achievements • Liaised with the head of Fire Services, Tasmania and manager of building safety for discussions on content and graphics. • Sourced the graphic artist for the artwork. • Took over supervision of artwork after a breakdown in communication between the artist and the manager. The artwork was not progressing as scheduled. • Liaised with the manager and printer regarding the final artwork. • Completed all tasks within the set timeframe. January 2001- January 2002 Writer/Editor IMBUE MARKETING Duties • Review all Imbue Marketing’s business documentation. Achievements • Ensured that all documentation for Imbue Marketing was appropriate and clear. • Wrote the promotional material for Paula Szabo (Imbue Marketing) in response to her nomination for the Clarence Council Business Woman of the Year award. She was awarded the title for 2001 as a result. 18th April – 31st Sept. 2001 Web Conversion Officer/tester Corporate Section DEPARTMENT OF PRIMARY INDUSTRIES, WATER AND ENVIRONMENT Duties • Test the department’s new website. Transfer data from the old website to the new resource database. Achievements • Completed testing the new “Water” website’s reporting structure on Lotus Notes. I had limited previous knowledge of Lotus Notes and testing methods. • Migrated website pages from the old website to the new site. This was achieved by a strict deadline after which the site was to be publicly launched. 31st July – 13th Sept., 2000 Editor/proof-reader SONARDATA PTY LTD Duties • Edit an on-line user manual written for scientific software. Achievements • Edited on-line help files for a commercial product marketed internationally. Learnt how to use Robohelp for editing the text. • Edited a hard-copy instructional manual at short notice and within a two-hour timeframe. March – August 1998 Graphics and text editor COCA-COLA AMATIL Duties • Edit a set of training manuals for managers. Achievements • Plagued by technical difficulties, such as the slowness of emailing large documents from the home office in Turramurra to CCA, and the non-compatibilities between Word95 and Word98 (Microsoft had just introduced Word97, Word95 was no longer available in the shops and my hired computer had the Word97 while CCA stayed with Word95), the work had its complexities. However, the upgrading of the training manuals was completed on time. 22nd September 1997 – 28th February 1998 Writer ARISTOCRAT LEISURE INDUSTRIES Duties • Document the Security Gaming Machines (SGM) system, designed to manage financial transactions, security, memberships, and information on the players and staff of gaming venues. I was one of six writers and responsible for the ‘security module’. Achievements • Entered into an Access database, all the field names displayed in the Security module, together with their definitions. • Interviewed SMEs, and consulted the other 5 technical writers, to obtain information on the software’s functions. • On completion of the first draft of the manuals (at the end of the contract), I was asked to extend my contract so as to help produce the second draft. • Together with the project leader, I revised the definitions for the fields of all 6 modules and my contract was extended a second time.
