I recently supported BAE Systems’, Technology Solution & Services (TSS) Strategic System proposal team in developing their proposal to support a major defense weapon system. My expertise was used to establish their proposed approaches to system and sustainment engineering; test and evaluation; field support; program management and past performance. I also supported basis of estimate (BOE) development by providing manpower recommendations, including skills and experience; manning estimates; and compensation levels. I was responsible for capturing BAE Systems’ technical qualifications and provided direct writing input for over 75% of a 170 page proposal. BAE Systems management describe this proposal “as one of the best proposal efforts ever generated by our business unit”, which is over 10,000 personnel strong. Total Quality Systems, Inc., Roy Utah Sr. System Engineer and Project Manager, November 2007 – Present I have participated in proposal development teams as team lead and team member, generating nearly $10 million in revenue. My proposal responsibilities include developing man-power justifications and estimates, program schedule estimates, technical approaches, and other proposal elements. Recently I led the effort to establish a commercial test and repair capability centered on our award winning Intermittent Fault Detection and Isolation System technology (2010 DoD “Great Ideas” competition winner). Previously, I successfully led the Decision Support Tool (DST) development, with the first version being completed on time and within budget. In 2010, DST was recognized as a Hill AFB best practice and is a key tool for the Weapon System Flexible Sustainment (WSFS) program, which has already saved the AF over $274 million and is currently projected to save in excess of $710 million. As the DST Project Lead my responsibly included developing system requirements; briefing design reviews and program status; and manage the overall development effort. DST enhances Product Lifecycle Management (PLM) and Configuration Management (CM) support by automating repair actions and operations analysis. This analysis tool supports weapon system reviews, sustainment engineering and reliability improvement efforts. For the cASM program I developed system requirements, test plans and implemented testing and verification. cASM was deployed as a “purple” program to support Army contingency activities in the Middle East and Afghanistan. USAF, Hill AFB, Utah System Engineer and Lead, November 2001 - November 2007 As SERV Systems Engineer, I received a letter of commendation from 526th Wing Commander, Col Robert Schofner, recognizing my technical leadership and service to the ICBM community. The SERV acquisition team was also recognized as an ICBM top performer, receiving a 2007 Scowcroft Award. I have participated extensively in SERV’s acquisition process and was a leader in the development of the SERV Performance Based Acquisition (PBA) model that saved the AF over $50 million, nearly 10% of the original projected cost. SERV was the first ICBM program to field assets that conformed to FAR/DFAR UID requirements. During SERV's development phase, I served as engineering lead for development reviews and Functional Configuration Audits (FCA) and Physical Configuration Audits (PCA) of SERV AVE flight hardware and SE. During this time I reviewed approximately 160 new and modified technical orders (TO) and time compliant technical orders (TCTO) that were published by SERV. The SERV Field Test Set (SFTS) and other test equipment were developed as a new nuclear safety certified items. I led the technical transition from development to production for the SERV Support Equipment (SE) and Airborne Vehicle Equipment (AVE) acquisitions. Our program team managed development and manufacturing contracts with Northrop Grumman (ICBM Prime) and Lockheed Martin. Because the direct contracts with Lockheed did not include the ICBM prime, our team had to manage all program elements including: contracting, logistics, engineering, program management and technical analysis. As the SE lead I reviewed all engineering changes and coordinated all type 1 changes within the ICBM community and reviewed DCMA managed type 2 changes. I supported design reviews, MDA preparation, test & assessment, and other acquisition milestone events and processes. I also prepared and presented technical briefs to AF management and review boards such as: Technical Requirements Working Group (TRWG), Technical Review Board (TRB) and System Integration and Planning (SIP), and Configuration Control Board (CCB). Previously I developed automated test equipment (ATE) software using LabView and LabWindows for testing ICBM fuze components and F-16 subsystem functionality. Testing included L-band microwave devices, analog and digital control circuitry, and system calibration. Two of my F-16 software modules were the first to complete functional acceptance testing and were successfully demonstrated for our foreign military sales customer. OnSat Network Communications, Salt Lake City, Utah Operations Manager, June 2000 - November 2001 My team of engineers, technicians and contractors supported international wireless and satellite sales efforts by developing requirements for equipment, service agreements and proposals while providing field engineering and technical support. Our service agreements included both domestic and international support contracts. Working with the Honduran government we delivered phone and data services to remote locations across the country, providing the infrastructure necessary for extension learning. My engineering duties included: C and Ku band satellite ground station designs and testing, technician training, customer and sales support, and network management. Based upon designed link requirements we would prepare a site design, support installation and conduct follow on inspections. Novena Wireless, Salt Lake City, Utah Co-Founder and COO, March 2000 - June 2000 Working with 4 other individuals we established Novena Wireless to provide broadband wireless capabilities to homes and businesses throughout the Salt Lake valley. As a founding member I was heavily involved in market research, business plan development, product marketing and technology investigation. One of our first customers was Onsat Network Communications. While still in the startup phase, Onsat approached our team with an offer for employment, ownership and investor funding. 3Com Corporation, Salt Lake City, Utah Software Engineer, October 1999 - June 2000 I developed a generic modem driver for controlling cell phones through a micro-controller embedded in the adaptor cable. I also worked on ISDN drivers for a PC Card based ISDN modem. Development was in both Assembly and C. Northrop Grumman (then TRW), Hill AFB, Utah Software Engineer, March 1999 - October 1999 I successfully led the development of software tools and models that analyzed ICBM weapon systems supportability. This project was named as a top 10 division project and had up to 8 engineers involved. This program modeled future system failure projections based upon actual and accelerated component failure rates. As the principal development engineer, my responsibilities included coordinating data development (accelerated life testing), data storage and cross referencing (Oracle databases) and software modeling efforts. The modeling and data storage efforts were based out of Hill AFB while the accelerated life testing was conducted at Warner Robins AFB. This position included working directly with government representatives and providing them briefings on project status, research proposals and supportability assessments. I also supported various technical studies including the Navy E-6B Airborne Launch Control Center weapon system link analysis study. This study reviewed air-ground communications for the ICBM weapon system to assess system functionality and reliability. Performed ground system failure analysis, including closed loop failure analyses and general electrical system trouble shooting.
