Since I worked as an Employee for SAWS for 7 years prior to being hired as a Contractor, my responsibilities continued to cover the same areas as when I was an Employee. SAWS has been in the process of converting their Legacy Mainframe System to a third party ERS system for the past several years. As part of this process, I have been responsible for Conveting all the Customer Accounts and the historical data for the conversion including all the Customers' Financial data.. In addition to the ERS system, I was responsible for converting all of the Customer Account data involved in the recent merging of the Bexar Metropolitan Water District with SAWS. Mainframe platform using COBOL, CICS, VSAM, JCL and the core mainframe utilities. Contractual Programmer/Analyst January 2008 - July 2008 Wachovia Bank San Antonio, Texas Responsible for converting JCL and Files names from World Savings' standards to Wachovia Bank's standards with a team. Wachovia purchased World Savings and is in the process of moving the Mainframe systems from World Savings to Wachovia's corporate headquarters. The process involves converting the systems, moving the systems from one Mainframe to the other, and test the systems in 3 different environments - Development, System Integration and User Acceptance Testing. The project includes over 1,000 JCL jobs. Also developed several Quality Assurance programs to insure the integrity of the files' name conversions. Mainframe platform using COBOL, CICS, VSAM, JCL and the core mainframe utilities. Project Manager and Lead System Analyst/Programmer September 2000 – December 2007 San Antonio Water System San Antonio, Texas Responsible for designing, managing, programming and implementing new Application Systems and Sub-systems for SAWS's Customer Service Department. This has included task such as 1) expanding and rewriting the customer billing modules, 2) developing modules to automatically post all customer financial activity to the general ledger, 3) design and implemented interfaces between the Work Order System and the Customer Call Center and 4) design and programmed new subsystem for tracking construction impact fees to ensure fees were paid before providing water service to property. (Note: First 3 years as a contractor and 4 years as an employee.) Mainframe platform using COBOL, CICS, VSAM, JCL and the core mainframe utilities. Contractual Project Manager/System Analyst June 1999 - August 2000 Jackson National Life Insurance Company Lansing, Michigan Responsible for designing, managing and implementing a new System for the computer Information Technology Department. The new System Monitors all of the Company’s Mainframe and Client/Server Application systems and notifies the appropriate Information Technology staff when the Applications encounter problems. Client/Server platform using Visual Basic, DB2, and Rumba utility to access Mainframe online systems. Contractual System Analyst /Programmer September 1997 - May 1999 Seimens Telephone Manufacture Co. Austin, Texas Responsible for designing, managing and implementing a new sub-System for inventory management. Also developed new interfaces for the Purchase orders made in the New Jersey branch and the financial payment system that was centralized in the California branch Mainframe platform using COBOL, CICS, IMS and DB2 Databases, QMF, JCL and the core mainframe utilities. IT Manager of Medicaid Hospital Medical Claims Processing February 1990 - August 1997 Illinois Department of Public Aid Springfield, Illinois Managed all aspects of the Federally Certified Institutional Claims Processing Unit of the Medicaid Management Information System (MMIS) that was responsible for hospital payments in excess of $3 billion annually. Also provided all levels of technical support and training to my staff of Senior Project Managers/ System Analyst Programmers. Due to Federal and State mandates, the System was constantly being modified in attempts to keep medical cost within the budgeted amount. Mainframe platform using COBOL, IMS DB/DC, VSAM, JCL and the core mainframe utilities. Senior Project Manager/System Analyst June 1984 - January 1990 Illinois Department of Public Aid Springfield, Illinois Responsible for all technical program development and maintenance of the Federally Certified Medicaid Processing System. The System processed medical payments in excess of $3 billion annually. Assigned all programming task to programmer/analyst staff. Lead System Analyst/Programmer October 1979 - May 1984 Illinois Department of Revenue Springfield, Illinois Designed, Programmed and Implemented several new systems including 1) a Property Tax Assessment System, 2) a Property Tax Assessor Testing and Certification System and 3) a Property Tax Exempt Tracking System.
