EXPERIENCE DETAILS: Digital Prospectors Corporation, 124 W First Street, Dayton, OH Jul 2012 – Present From July 2012 to the present, Mr. Schroeder has been a Program Manager/Account Manager for Digital Prospectors Corporation (DPC). In this role, Mr. Schroeder prepares proposal responses, manages federal sector contracts, and markets services to potential clients. He also manages the overall performance of DPC federal contracts in the Dayton, OH region. Since his start, Mr. Schroeder has led the identification, development, and submission of over a dozen IT proposals for DPC. These have been under GSA, Full and Open, and prime subcontract opportunities and efforts. Mr. Schroeder also led the identification of new potential teaming relationships with other government contractors. As a result of his proposal work, Mr. Schroeder has grown the number of successful contract teaming relationships in the Dayton, OH region for DPC from one to five and led the firm in the capture of almost $2M of new business with another $3-$4M pending contract award. Evanhoe & Associates, Inc., 5089 Norman Blvd., Dayton, OH Mar 2010 – Jun 2012 From March 2010 to the June 2012, Mr. Schroeder was Vice-President of Federal Sector business for Evanhoe & Associates, Inc, a local 8(a) government contractor. In this role, Mr. Schroeder led the proposal process from cradle to grave (identification, preparation, submission, and negotiation). During his tenure, Mr. Schroeder led the development and submission of over 25 competitive and 8(a) set-aside proposal efforts. Mr. Schroeder also managed federal sector contracts, and marketed services to potential clients. Mr. Schroeder was the Program Manager for the Global Force Management – Data Initiative (GFM-DI) and Logistics, Installations, and Mission Support – Enterprise View (LIMS-EV) data warehouse development activities for Evanhoe as well as the project lead for the Department of Commerce Office of General Counsel’s Electronic Data Management System (EDMS) effort. Jul 2007 – Present Since July of 2007 and in parallel with this work at Lockheed Martin and subsequent firms, Mr. Schroeder also performed proposal consulting support and data management support for local Dayton, OH businesses. Mr. Schroeder supported proposal efforts for four different IT contractors, two of whom (Digital Prospectors Corporation and Evanhoe & Associates, Inc.) hired him for full-time proposal and program management support. Mr. Schroeder supported proposal efforts for such efforts as: help desk and on-site computer support for various automotive dealerships, SBIR solicitation response for a local IT firm, a successful STARS II (GSA IDIQ GWAC contract) proposal response, and some 25-30 other IT proposals in support of Government contracts or prime contractor subcontracts. In his role Mr. Schroeder worked at all levels in these organizations in preparing proposal material and responses as well as establishing some initial proposal processes in several instances. Lockheed Martin Integrated Systems & Solutions, Fairborn, OH Oct 2004 – Mar 2010 From February 2008 to March 2010, Mr. Schroeder was the Deputy Capture Manager for the Global Combat Support System – Air Force (GCSS-AF) 2 recompete activity. In this role, Mr. Schroeder has provided proposal direction, guidance, and product in all dimensions of the recompete activity; strategy, RFI and other interim proposal responses, costing, and detailed proposal responses. From October 2004 to February 2008, Mr. Schroeder was the Program Manager, Dayton Operations for the LM Global Combat Support System – Air Force (GCSS-AF) Data Services. As Program Manager, Mr. Schroeder played an instrumental role in the successful capture of over $30M of new contract business for the GCSS-AF Data Services program. Mr. Schroeder served as the Development Program Manager of the GCSS-AF Data Services effort. In this role, Mr. Schroeder was responsible for responding to request for development proposals, ensuring that current development activities are accomplished in a timely manner and efficient cost, and setting customer expectations to development products. In his role on GCSS-AF Data Services, Mr. Schroeder was responsible for multiple (over 60) data warehouse capability development activities. Lockheed Martin Integrated Systems & Solutions April 2004 – Sept. 2004 From April of 2004, Mr. Schroeder has been providing proposal management and subcontract program management support for LM UK’s Merlin Capability Sustainment Plus (MCSP) programme. As Proposal Manager, Mr. Schroeder prepared and submitted a proposal response for the Merlin Training System Assessment Phase effort on the MCSP programme. Mr. Schroeder also is providing support to the Independent Non-Advocate Review (INAR) of the MCSP Demonstration and Manufacture (D&M) proposal. As Subcontract Program Manager, Mr. Schroeder has been running the source selection for the suppliers for the Merlin Training System for the MCSP program. Lockheed Martin Integrated Systems & Solutions Nov. 2003 – March 2004 From November of 2003, Mr. Schroeder was the Transition Manager for Lockheed Martin’s bid for the UK Ministry of Defence (MoD) Defence Information Infrastructure (DII). In this role, he was responsible for defining and planning all aspects of the transition of legacy systems/contracts in our DII proposal response. He defined transition roles, responsibilities, and deliverables. He also presented the LM transition strategy to the MoD during the negotiation process and continued to research legacy system/contract information as part of this role. Lockheed Martin Systems Integration - Owego April 2003 – Oct. 2003 From April of 2003, Mr. Schroeder was the Proposal Manager for Lockheed Martin’s bids for the UK National Health Service (NHS) National Programme for IT (NpfIT). In this role, Mr. Schroeder was responsible for managing all aspects of the bid efforts. He defined proposal response parameters and guidelines, developed win strategies, performed required internal proposal reviews, as well as other proposal actions as defined by the NHS. The NpfIT consisted of three separate proposals running concurrently with a combined multi-billion dollar contract value. Mr. Schroeder managed a proposal team number up to 80 individuals supporting the effort in both the UK and US and from several different locations within the UK. Lockheed Martin Systems Integration - Owego Sept. 1996 – Mar. 2003 From November of 2000, Mr. Schroeder was the Program Manager of the Lockheed Martin Indianapolis facility. In this capacity, Mr. Schroeder was responsible for all performance, proposal, and managerial aspects of the Indianapolis facility. In addition to all the roles and responsibilities he had as the Indianapolis Business Manager, Mr. Schroeder had the authority to make the performance, financial, and managerial decisions with respect to the contracts administered by the Indianapolis facility. Prior to his becoming Program Manager, Mr. Schroeder served as the Business Manager for the Indianapolis facility since September of 1996. This involved the coordination and responding to customer requests for proposals; the maintenance of subcontract relationships; the marketing of LMSI-O to customers; responsibility for day to day operations of the Indianapolis Program Management Office (PMO); measurement and maintenance of successful facility financial performance; and development of new business opportunities. He performed this role in four major business areas: DFISS contract, DCII contract, State Government contracts, and Adminstar implementation services. A description of the activities and accomplishments in each area follows: From Sept. 1996, he has served as the Business Manager for the Defense Financial Integrated Systems Services (DFISS) contract with the Defense Finance and Accounting Service (DFAS) As Business Manager, he was responsible for coordinating and responding to customers requests for proposals; maintaining subcontractor relationships; and responding to task order performance issues. He had responded to over fifty requests for proposals; maintained solid relationships with over twenty-five subcontractors; and assisted in the growth of the DFISS contract from $0 to an average of over $5M per year. From July of 1998, he served as the Business Manager for several State Government contracts. This new business area was developed and captured primarily by Mr. Schroeder. He served as the Designated Contractor Representative for the Commonwealth of Kentucky Systems Application Development Programming Services contract. In this capacity he was responsible for coordinating and responding to customers requests for proposals; maintaining subcontractor relationships; and the marketing of LMSI-O capabilities to Commonwealth agencies. He was also serving as the Business Manager in support of the two contracts in place with the State of Indiana. He was also the Business Manager for smaller State Government contracts with the Kansas Social and Rehabilitation Services agency; Kansas Department of Revenue; and the State of Missouri IT security support contract. He responded responded to over two hundred requests for proposals; maintained solid relationships with over forty subcontractors; and assisted in the growth of the State Government contracts from $0 to $16M awarded to date. From July of 1999 through September 2001, he served as the Business Manager for the DFAS Corporate Information Infrastructure (DCII) contract with the Defense Finance and Accounting Service. As Business Manager, he was responsible for coordinating and responding to customer’s requests for proposals; maintaining subcontractor relationships; and responding to task order performance issues. He responded to eight requests for proposals; maintained solid relationships with over fifteen subcontractors; and assisted in the growth of the DCII contract from $0 to $7M awarded. From August of 1999 through December of 2001, he served as the Business Manager for our Administer implementation services to commercial clients. This effort grew from Administer support services LMSI-O was providing DFAS. ITC Learning, the COTS supplier, thought enough of LMSI-O’s performance to ask Lockheed Martin to be an implementation provider for commercial clients. This work was primarily with Michelin, Inc. as well as some miscellaneous ITC Learning support. As Business Manager, he was responsible for mentoring and developing the customer relationship with ITC Learning; respond to customer requests for proposals; and development of new client opportunities. He assisted in the growth of this business from $0 to $300K awarded. Lockheed-Martin Federal Systems; Owego NY Mar 1994 - Sept. 1996 IBM Federal Systems Company; Owego, NY Sept. 1993 - Mar 1994 As Lead Pricing Analyst, led a team of financial analysts in the start-up of the Lockheed Martin Federal Systems off-site facility in support of the SBIS program in Springfield, VA. He was responsible for the integration of existing Lockheed Martin Federal Systems financial tools and systems within the defined SBIS infrastructure. He was responsible for the tailoring of Lockheed Martin Federal Systems proposal costing tools and systems for the task order requirements of the SBIS contract, working with customer principals in creating reports and presentations that aided the task order negotiation process. As Lead Pricing Analyst, created the internal reporting structure for the SBIS DOD-wide IDIQ product ordering system. Utilizing the existing tools and infrastructure, He created the procedures and practices to report on the performance of over 500 IDIQ delivery orders on a monthly basis. He incorporated relevant trend analysis data to aid in the identification and resolution of cost performance issues. Mr. Schroeder prepared, supported, and negotiated the costing of over 50 SBIS IDIQ task order proposals. He defined the cost presentation in response to the customer statement of work, presented the rationale and support for the proposed effort, and supported the negotiation of the task orders. In addition, he proposed, supported, and negotiated the addition of over 1,200 SBIS infrastructure COTS hardware/software products to the SBIS contract. He prepared price reasonableness data when compared to other IDIQ contract ordering vehicles for contracting officer use. IBM Federal Systems Company; Owego NY Jan 1991 - Aug 1993 As Lead Pricing Analyst, provided lead task order proposal costing for Lockheed Martin Federal System’s (LMSI-O) Federal System Integration (FSI) business area. Mr. Schroeder prepared, supported, and negotiated over 100 IDIQ task order proposals as well as over 10 IDIQ base contract proposals. He tailored existing Lockheed Martin Federal Systems proposal costing tools to the labor category, quick turnaround IDIQ task order environment. He led a team of four pricing analysts in support of Federal Systems Integration proposals. As Lead Pricing Analyst, Mr. Schroeder also provided financial system development support for Lockheed Martin Federal System’s $2B UK Merlin Programme for a six month period. He defined financial reporting requirements based on existing US-based systems, analyzed existing IBM-UK based systems and tools, and supported the development activities of a hybrid US/IBM-UK financial reporting system. As Pricing Analyst, developed a proposal costing system in support of an Umbrella II contract IDIQ task orders. This system provided the subcontractor labor hour visibility required by the contract vehicle but not available in the Lockheed Martin Federal Systems proposal costing system at the time. As a Pricing Analyst, Mr. Schroeder was the pricer for the A-12 termination proposals. This major program termination required detailed investigation as to FAR procedures and requirements with respect to terminations. As a result of this experience, he came to be consulted by various personnel regarding the aspects of contract terminations. IBM Federal Systems Company; Owego, NY Jan 1988 - Dec 1990 As PFC Analyst, provided cost and performance reporting for several major aerospace contracts. Mr. Schroeder assisted program management personnel in translating financial data for measurement purposes and aided in the identification and containment of cost control problem areas. He provided cost and performance reporting for the A-12 contract, a major processor contract with significant cost overruns and performance challenges. He was a key player in providing cost analysis and information to “make the best of a bad situation”. He also provided cost and performance reporting support for several 4Pi processor programs. IBM Federal Systems Company; Owego, NY Jan 1985 - Dec 1987 As a Cost Analyst, costed the value of hardware equipment built at Lockheed Martin Federal Systems Owego facility. Mr. Schroeder identified and resolved hardware cost errors, reconciled the internal ledger system to the internal hardware cost reporting system, and reported hardware costs and estimates-to-complete for the E3A program, S3B program, Tomahawk program, and others.
