Experience:
2005-2011 HUD Consultant for ESA Park Apartments, a 176 unit affordable housing project in Youngstown, Ohio. Train and update management employees on HUD policies and procedures, wrote Management Plan, Tenant Selection Plan, Affirmative Housing Marketing Plan.

2010-2011 Urban Mission, Inc. – Administered an Emergency Mortgage Assistance Program grant. Advertised and selected clients to comply with grant requirements for families who were delinquent with mortgage payments, and requested an amount of financial assistance.

1982 thru 1985 The Bernstein Group, Inc., Columbus, Ohio. Director of Operations. Managed Commercial property in Columbus, and FmHa/HUD properties in Ohio, Maryland, West Virginia, South Carolina, Georgia, Mississippi, Texas, Indiana, Illinois, New York, Kentucky, and others. Supervised operations of over 1,100 apartment units. Assisted in development of the rehabilitation of old building into new commercial office space, and building new FmHa Multi-Family Housing Properties.

Responsibilities:

1) Comprehensive Housing Counseling includes teaching Homebuyers, Homeowners, and Renters courses such as Pre-Purchase/Homebuying, Resolving or Providing Solutions for Preventing Mortgage Delinquency or Defaults, Post-Purchase including Routine, Preventative and Long-term Maintenance, Home Equity Conversion Mortgages for Elderly, improving Mortgage Terms such as Loan Modifications, and Home Improvements, Credit Counseling, Locating, Securing, and Maintaining Residence in Rental Housing.

2) Organize and implement capital improvement programs such as:
a) Retro-fit buildings for compliance with the American with Disabilities Act.
3) Installed new vinyl siding, roofs, and gutters on entire complexes.
4) Replaced, repaired, designed sidewalks, curbs, parking islands, drainage systems.
5) Designed and constructed landscaping.
6) Orchestrated complete rehabilitation of distressed buildings, including painting, carpeting, electrical, and plumbing replacements.
7) Obtained all estimates, awarded contracts, and performed Apunch-lists@.
8) Perform HUD H.Q.S. Inspections.

3) Assisted with construction of new buildings, securing contractors, site selection, meeting with city councils and county commissioners, re-zoning matters, addressed E.P.A. concerns, performed punch lists, and initiated rent-up procedures to achieve full occupancy. Secured all insurance for properties.

4) Performed physical inspections of property exteriors on a regular basis. Inspected inside of all apartments every 90 days with property managers and maintenance personnel.

5) Interview, hire, and train all management and maintenance personnel. Managed all personnel matters, including employee disciplinary actions, terminations, worker=s compensation insurance concerns.

6) Instructor for training seminars with all staff members on quarterly basis concerning:

a.) Attitude towards residents and projecting a positive, professional image.
b.) Environmental issues such as the Clean Air Act and Freon Recovery Act.
c.) Fair Housing Practices and Affirmative Fair Housing Marketing Plans.
d.) Americans With Disabilities Compliance.
e.) O.S.H.A. Material Safety Data Regulations, and Chemical Labeling requirements.
f.) HUD Resident Intake Procedures, including income and allowance verifications, building and apartment inspections..

7) Communicate with all Owners, including general and limited partners, and contractors.

8) Process all Conventional, Farmers Home (now Rural Development) and HUD paperwork for each district and/or state office, including annual and special rent increases.

9) Draft Business Plans, Property Management Plans, Management Agreements, Marketing Plans, Leases, House Rules. Provided input on property designs.

10) Resolve resident disputes, including law suits involving legal aid.
