Capture and Proposal Manager
November, 2008 to the Present
In the capacity of Capture Manager, create and execute capture plans to pursue and win systems development contracts for the states of Virginia, Pennsylvania, New Jersey, Arkansas and Florida, as well as the City of Phoenix. Managed the proposal efforts that won all five contracts.
In pursuit of federal business, conduct planning sessions to develop strategies, value propositions, win themes, discriminators, and identify and assess competitors. Perform detailed analyses of requirements documents, such as the RFP and Statement of Work. Analyze Sections L, M, and C of federal RFPs. Prepare supporting proposal development documentation, including the outline, storyboards, team assignments, proposal management plan, schedule, kick-off meeting materials, and writing plans. Develop the Executive Summary with line of business managers. Lead Pink, Red, and Gold Team proposal reviews and maintain communications among local and remote employees and teammates. Write assigned sections of the proposal and submit assignments on time. Edit and proofread both text and graphics, ensuring that the assigned sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria. Coordinate with line of business management to ensure that all information needed to prepare the Cost Proposal is available and that input is received on time. Developed the strategies, value propositions and win themes for all federal pursuits, including the capture plan and proposal effort to win NASA’s WEST I3P contract.

As an independent contractor for proposal development services, worked as a sub-contractor to Lockheed Martin Information Systems & Global Services, SAIC and Zycron in proposal management for state and large federal agencies, including NASA, HHS and DoD.

With a success ratio of greater than 95%, won contracts valued between $200,000 and $8,000,000 with more than 40 states and cities, including the states of California, Arizona, New Mexico, Nevada, Texas, Iowa, Nebraska, Hawaii, Oklahoma, Missouri, Wisconsin, Mississippi, Louisiana, Tennessee, Pennsylvania, New York, North Carolina, Florida, and Rhode Island, as well as the cities of Phoenix, Houston, Honolulu, Philadelphia, Pittsburg, and Orange County, California. Led direct sales efforts in the states of Mississippi and Pennsylvania, as well as the United States General Services Administration. In partnership with TRW, led a successful ten-month capture and proposal effort to win Majestic Systems a position on the federal government’s world-wide Millennia Lite contract, valued at $10 Billion.

As a proposal manager and systems consultant, won new staffing and systems implementation business for Seltmann, Cobb & Bryant, Inc., at Metro Nashville Government and the states of Missouri, Mississippi, Kentucky, Tennessee and Florida. Made the successful Best and Final presentation for the State of Kentucky’s Education Program and directed the subsequent project. Won the State of Tennessee’s IT Pro contract twice.
