2010- 06/2012, Proposal Manager, URS Federal Services. Full cycle proposal manager in the Headquarters Proposal Center, focused on major proposals ($100M and above) and strategic Sources Sought Notice responses. Worked with Capture Managers to develop proposal win themes and strategies, built compliance matrices, set and enforced schedules, prepared writers’ packages, wrote and edited various management and technical volume drafts, organized past performance, integrated teaming partners into proposal development flow, managed daily tag-up meetings and all color team reviews. Assisted in key personnel resume development highlighting capabilities for positional and RFP requirements. Worked closely with business development personnel and coached cross-functional proposal teams to shape compelling responses; organized and assisted final production and delivery.
2007-2010, Proposal Manager, Comtech Mobile Datacom Corp. Designed and rolled out the company’s first formal proposal process based on the Shipley model. This process streamlined proposal development, boosted interdepartmental cooperation and contributed to improved proposal quality. Won fiercely contested recompete of Comtech’s largest contract in open competition. Organized proposal strategy, interviewed subject matter experts and captured the expertise of satellite communications engineers, mechanical engineers, electrical engineers, network systems engineers, program managers, and veteran field service representatives on station in Kuwait and forward operating bases in Iraq.
2005 – 2007, Capture Manager, Windward Consulting Group. Managed the capture of U.S. Federal civilian and DoD accounts for IT network management consulting projects. Established partnering agreements with major systems integrators. Provided Bid/No Bid analysis to executives. Organized color team reviews.
